In order to formulate and revise national food safety standards, in accordance with the Food Safety Law of the People's Republic of China and its implementing regulations, proposals for the establishment of national food safety standards in 2025 are now publicly solicited. The specific requirements are as follows:
1. Scope and Arrangement of Project
(1) The national food safety standards proposed for project establishment and revision shall comply with the provisions of Article 26 of the Food Safety Law, focusing on solving food safety threats and risk assessment results that prove the existence of food safety problems. For the purpose of improving the quality of standards, protecting public health, and promoting industrial development, priority is given to formulating and revising food safety standards urgently needed for risk prevention and control.
(2) Strengthen the connection between standard project approval and food safety risk monitoring, threat and risk assessment and nutrition and health work, effectively use the standard tracking and evaluation results, focus on food additives and food nutrition fortifiers, inspection methods, food products, microorganisms, food-related products and other standards, and comprehensively promote the formulation and revision of standards, so that the standard scope covers our country's main food categories, covers known safety risk factors, and is in line with our country's development practice and international advanced risk management concepts.
(3) Proposals for the establishment of pesticide and veterinary drug residue limits and inspection method standards will be collected separately by the agricultural and rural departments.
(1) Project approval requirements
(1) Proposals should be urgently needed around public health protection and risk management. Specifically include: the great significance of public health protection, the main food safety issues to be solved, the background and reasons for the project, the scope of application and technical requirements, the development of domestic and foreign industries, domestic and foreign regulations and standards, and the possible impact on the development of the industry.
(2) The project proposal shall have a relatively sufficient scientific basis, and it is expected to solve the food safety problems proved by the food safety and nutritional health threat and risk assessment. Specifically include: existing market supervision and sampling, industry and enterprise survey data, relevant toxicological data, dietary exposure and other data information, existing food safety risk monitoring and assessment basis, etc.
(3) The project proposal shall comply with the provisions of food safety laws and regulations and the requirements of social stability threat and risk assessment. Specifically include: in line with the current laws and regulations of our country, the degree of possible social risks, international impact, etc.
(4) The standard project undertaking unit shall meet the following conditions: have the technical ability and level required for drafting national food safety standards, and be able to organize and carry out the technical work required for the formulation and revision of national food safety standards; no conflict of interest in the field involved in the project; be able to provide the resources and guarantee conditions required for the formulation and revision of national food safety standards; those who have undertaken national food safety standard projects can complete relevant drafting tasks as required. The standard project owner is designated by the standard project undertaking unit. It should have high attainments and business level in food safety and related fields, and be familiar with relevant laws and regulations on food safety at home and abroad and food safety standards.
III. Submission procedures and time limit
(1) The project proposal proposed by each unit, organization or individual (except for agricultural and veterinary drug residue standards and slaughter procedures) is submitted to the Secretariat Office of the National Food Safety Standards Review Committee through the Internet. (2) The national food safety standard project proposal collection system is open to the public throughout the year, and all units, organizations or individuals can submit project proposals at any time according to their work needs for reference in the formulation and revision of annual national food safety standards. Among them, the collection deadline for 2025 project proposals is November 8, 2024.
